12017 C OXYFLUORFEN ( ADAMA,NUFARM,NUTRICHEM ) RICE ( 15-22F = RICE SUBGROUP ) EPA HOLD

Reduced Risk Status:
IPM Compatibility: PER REQUESTOR: VERY GOOD IPM FIT; INDICATIONS ARE FEWER HERBICIDE APPLICATIONS/PRODUCTS WILL BE REQUIRED THAN CURRENTLY USED IF THIS PREFLOOD WEED MANAGEMENT TOOL IS AVAILABLE; IT PROVIDES CONTROL BEFORE EMERGENCE AT A VERY YOUNG AGE WHEN CONTROL IS MUCH EASIER, EFFICIENCY BY COMBINING APPLIC WITH FINAL FIELD PREP AND USE ADJACENT TO SENSITIVE CROP WHERE AERIAL APPLIC IS NOT PERMITTED, POSSIBLE WATER SAVINGS, REDUCTION IN ADDITIONAL HERBICIDE APPLIC NEEDED, AND REDUCED COSTS; MODE OF ACTION (PROTOX INHIBITOR) IS DIFFERENT FROM MOST OTHER PRODUCTS; AI IS STRONGLY ADSORBED ON SOIL, NOT READILY DESORBED AND SHOWS NEGLIGIBLE LEACHING; PHOTODECOMPOSITION IN WATER IS RAPID AND ON SOIL IS SLOW; RESIDUES DO NOT PERSIST IN THE ENVIRONMENT; GROUND APPLIC PREFLOOD REDUCES RISK OF OFF-TARGET DAMAGE; PRODUCT IS A NON-EC FORMULATION:08/16
Reasons for need: CONTROL OF RICE WEEDS IN CALIFORNIA INCLUDING WATER GRASS, BARNYARD GRASS AND BROADLEAF WEEDS, ALL OF WHICH HAVE DEVELOPED RESISTANT STRAINS TO VARIOUS REGISTERED CALIFORNIA RICE HERBICIDES; ADDITIONALLY, THE HERBICIDE WILL PROVIDE A POTENTIAL CONTROL TOOL FOR EXPANDING ACRES OF WEEDY RED RICE AND WEEDY RICE INTRODUCTIONS IN THE RICE CROP; CA RICE GROWERS FACE INCREASING DIFFICULTIES IN WEED CONTROL DUE TO EXPANDING WEED RESISTANCE, LACK OF HERBICIDE AVAILABILITY AND REGISTRATION IN CA, REGULATORY AND ENVIRONMENTAL CHALLENGES, LIMITED MARKET SIZE FOR REGISTRANTS AND HIGHER PRODUCTION COSTS; ALSO CA HAS BEEN EXCLUDED FROM CLEARFIELD RICE AND PROVISA RICE TECHNOLOGIES
Requesting State(s): AR:Estorninos, L ; CA:McKenzie, K ;
PCR Use Pattern: USE THE GOALTENDER PRODUCT; MAKE 2 SOIL APPLIC OF 1.0 LB AI/A (TO SOIL AND POST EMERGENCE ON SOIL BEFORE FINAL FLOOD WATER), 10-DAY INTERVAL, 80-DAY PHI; FOR WATER-SEEDED RICE, APPLY TO SOIL SURFACE PRIOR TO FLOOD AND AERIAL SEED, THEN APPLY TO SOIL SURFACE PREPLANT OR BEFORE RE-FLOODING; FOR DRY-SEEDED RICE (BROADCAST), APPLY TO SOIL SURFACE AND BROADCAST SEED OR TO SOIL POST EMERGENCE PRIOR TO FLOODING; FOR DRILL-SEEDED RICE, APPLY TO SOIL AFTER SEEDING AND/OR AFTER EMERGENCE PRIOR TO PERMANENT FLOOD; REQUIRES A RICE WITH RESISTANCE TO OXYFLUORFEN; RICE (NON-TRANSGENIC) WITH RESISTANCE TO OXYFLUORFEN WOULD BE MADE AVAILABLE TO IR-4 RESEARCHERS UNDER A MATERIAL TRANSFER AGREEMENT

Comments: KEY EXPORT MARKETS INCLUDE ASIA, EU, MIDDLE EAST, NORTH & SOUTH AMERICA; TOLERANCES ARE ESTABLISHED IN AUSTRALIA, BRAZIL, CHILE; MFG IS SUPPORTIVE OF THIS REQUEST, BUT THE AI IS IN REGISTRATION REVIEW AT EPA AND THERE IS NO ROOM IN THE RISK CUP FOR ADDING MORE CROPS; MFG RECOMMENDS KEEPING THIS REQUEST "ACTIVE" IN CASE FUTURE OPPORTUNITIES ARISE:08/16; EPA HOLD:09/16; EPA HOLD:08/17; CA RICE COMM. INDICATES EPA HAS RESPONDED THAT THERE SHOULD BE NO RISK CUP ISSUES WITH THIS USE ON RICE; CA RICE INDUSTRY MAY HAVE ABILITY TO SUPPORT GENERATION OF RESIDUE DATA:12/17; EPA HOLD: 08/23, 08/24
